Yes. Stripped clean copper is one rate, cable in jacket is another. The rate is named before the weighing.
Normal solder and minor jacket residue isn't contamination. That's just clean copper with a bit of incidental. If a load is mostly insulation or carries something else (concrete, plastic), we'll tell you the grade before it's weighed.
